How do I translate the page in this notebook? 15 hints left

Hint 1

There are two parts to this puzzle. Tackle the bottom half first, and it will tell you what to do with the top half. Read to the very end of this hint for a step-by-step.

Hint 2

For the bottom half, there's a specific relationship between each number and the four letters beside it. The clue you need here is in the poster in the second floor hallway titled, "15 Things You Never Knew About Electricity." In fact, you might want to use Nancy's phone to take a picture of that poster for future reference.

Hint 3

Don't bother with the actual facts, even though some of them are pretty interesting. Focus instead on the numbers.

Hint 4

In front of each number is a row of four dots, some red and some blue. Does the title "Binary Buster" tell you what you're looking at?

Hint 5

If you know what the word "binary" means, you've probably already figured this out. The red dots are 1, and the blue dots are 0. It's not just a poster full of interesting facts; it's also a handy chart to the binary renditions of the numbers 1 through 15.

Hint 6

If that doesn't make any sense to you, no problem; you don't really need to understand it once you have this poster.

Hint 7

Here's how this applies to the notebook puzzle. Each number in the bottom half of the puzzle can be expressed in a binary way using the four boxed letters after it. If the digit is a zero, black out that box; if it's a one, leave it alone.

Hint 8

For example, the first number is 9, which in binary is 1001. So black out the two middle squares next to the 9, leaving just E and V.

Hint 9

The next number is 6, which in binary is 110, or if we use four digits, that's 0110. So black out the first and last squares, leaving T and H. See how this works?

Hint 10

Work through the bottom half of the puzzle in this way. When you get the correct letters all blacked out, Nancy will read the message out (although actually she turns it around so it makes a little better sense).

Hint 11

For the top half of the puzzle, just do what the bottom half told you to do --

-- play, or rather circle, every fifth letter above. Again, when you get it right, Nancy will tell you so.
